Giving up the power of your vote because something nefarious might happen is obeying in advance. It makes sure your voice is silenced rather than risk that someone may attempt to silence you. If bad actors are going to try to manipulate election results, you don’t have to do their work for them.

A clean audit of a narrow set of voting machines, or even voting locations, also doesn’t mean tampering couldn’t have happened elsewhere in the process, whether at machines or precincts outside the sample, or at other stages in how results get aggregated and transmitted.

That’s enough to test whether the machines in those specific spots are counting accurately, but it’s not enough to estimate or guarantee the accuracy of the election results as a whole, since a few sampled locations can’t represent the whole picture.

The reason comes down to what’s being sampled. Rather than randomly selecting individual ballots from the entire pool of votes cast in a given voting jurisdiction, audits typically select a small random subset (usually 1-5%) of whole voting locations, voting machines, or ballot batches.

Hand count audits specifically have one narrow job: take a small set of ballots a machine already counted, count them again by hand, see if the two match. That’s a check on whether specific machines at specific precincts are working — but not the same as verifying the overall election result.

Most current auditing practices are a tool for catching machine errors in a small subset of machines or voting locations, but were never built to detect manipulation across the system as a whole.

The next time someone tells you that 'U.S. election results are accurate because there are audits', you can remind them that election audits were NEVER DESIGNED to detect manipulation or ensure the accuracy of an election. That is not and has never been the intended function of an election audit.

(The ETA has emailed the OSCE directly to ask if invitations from Governors would be sufficient to allow observers to participate in the 2026 Midterms -- but Governors and Secretaries of State reaching out directly will have more sway and impact. We strongly urge them to do so.)

This is deeply concerning. The Organization for Security and Cooperation in Europe (OSCE) has sent observers to monitor every U.S. federal election for the past two decades. Governors need to pick up the phone and find out if an invitation extended by leaders of states can fill that federal gap.

Recount rules also vary widely by state: in 41 states and Washington, D.C., a recount can be requested, often only within a specified margin, while nine states have no requested-recount process at all (relying instead on automatic triggers or court orders).

An AUDIT tests whether election procedures and reported outcomes are reliable, by examining a sample of the votes, machines, or voting places to test whether the hand counts match the machine or cast vote record counts for those particular samples of ballots.

Reality: REALITY: Recounts and audits are different procedures that answer different questions. A recount repeats the counting of ballots—typically all cast votes—to verify whether the recount matches the reported result. An audit examines a sample of votes, machines, or polling places to test whether hand counts match machine or cast-vote records, verifying the process, not the result itself. Recount rules vary widely by state:

So the best way to think about it isn’t “mail voting is bulletproof”; it’s that mail voting may be safer because it sidesteps some of the riskier parts of the casting/counting process. Ultimately, mail-in voting requires the same vigilance, verification, & audit trail that in-person voting deserves.

Mail-in ballots also come with their own protections. Many states require a signature that can be matched against a signature on file. States also often use tamper-evident envelopes with watermarks. A very small number of jurisdictions even hand count mail-in ballots in their entirety.

Much of that safety comes from the same reason hand-marked ballots in general hold up well: your vote exists in a physical, tangible form that can be checked, and re-checked later if needed, to confirm it was counted accurately. In other words, it leaves a paper trail.
