Above all, we are in danger of forgetting that, except when the relation of forces is reversed, the bourgeoisie holds the overall initiative in the class struggle; in other words, the bourgeois class struggle is the more powerful. What is called the domination of the class in power is reflected in the preponderance of the bourgeois class struggle over the proletarian class struggle.
