EU Inc. risks opening the door to more letterbox companies, cross-border fraud and labour exploitation. In an op-ed for Agence Europe, EFBWW President Claus von Elling and Secretary General Tom Deleu explain why construction must be excluded from the proposed 28th company regime #SinkEUInc

Organised crime is moving into legitimate business. Europol found that 86% of the EU’s most threatening criminal networks use legal business structures with construction being a prime target for organised crime. Europe must limit subcontracting and bring responsibility back to construction.

460 workers were hidden through subcontracting chains at France’s Flamanville nuclear site. Up to 12 million euros in social contributions went unpaid. The final fine was just 29,950 euros. Breaking the rules remained profitable. Europe must limit subcontracting chains. #QualityJobsAct

Workers did the work. They were denied their wages. They went to court. They won. And they still did not get paid. On a 3.3 billion euros public railway, responsibility disappeared through a cross-border contracting chain. The EU must limit these chains. #TimeToAct #LimitSubcontracting

⚡ 100 years of strength and solidarity! Congratulations to Félag íslenskra rafvirkja (FÍR), the Icelandic Electricians’ Union, as it celebrates a century of organising workers across the electrical trades. A full century is something truly special ✊ #TradeUnion

Letterbox companies are already a major problem in construction, as European Labour Authority reporting confirms. EU Inc. provides a shortcut to evade tax obligations and responsibility for workers. It must be stopped. Thank you to MEP @arashsaeidi.bsky.social for hosting today’s discussion.

Support is growing for binding EU action on subcontracting. In a letter to the Commission, Korinna Schumann and Gaby Bischoff call for limits on long chains and bans on subcontracting practices in specific high-risk sectors. Thank you for backing workers’ demands. Full letter in comments 👇

Today is the deadline for the EU’s Quality Jobs Act consultation. The Commission’s options fall short. EFBWW calls for binding limits on subcontracting chains: one level, or two for genuinely specialised work. It's like this: Long chains make responsibility disappear. Our response below 👇

EU ministers met inside. Workers made themselves heard outside. At today’s Brussels rally, trade unions delivered a loud and clear message: Europe must not make it easier to set up companies across borders than to enforce workers’ rights. #EU #SinkEUInc

Yesterday at Fehmarnbelt, one of Europe’s largest infrastructure projects connecting Denmark and Germany. EFBWW visited the construction site with MEP @gabischoff.bsky.social and trade union colleagues from both countries. Cross-border infrastructure needs cross-border protection for workers.

In 2016, unpaid construction workers at Charleroi’s Rive Gauche in Belgium climbed a crane to demand their wages. 10 years later, the court acquitted the subcontractors. When chains are long, liability disappears. The EU must cap subcontracting tiers #LimitSubcontracting

Business is asking Europe for more. So are Europe's workers. Workers' rights barely featured in today's #SOTEU2026. The Quality Jobs Act got one sentence. Let us be clear: quality jobs are direct jobs. Europe needs an ambitious Subcontracting Directive with binding limits on subcontracting tiers.

Cross-border exploitation needs cross-border enforcement. The proposal for a stronger European Labour Authority is a welcome step. Stronger inspections, better cooperation and more protection for mobile and third-country workers are essential. Now the details matter! #FairLabourMobility

As Europe prepares for #SOTEU2026, important pieces are still missing from the Quality Jobs Act consultation. Limits on subcontracting chains, a ban on labour intermediaries, and joint and several liability. Quality jobs in construction require structural reform. #TimeToAct #LimitSubcontracting

Public money and EU funds financed renovation projects in Bucharest where 200 Vietnamese construction workers lived in overcrowded containers, worked up to 60-hour weeks and earned less than €600 a month. EU #PublicProcurement rules should promote responsible business models. #Limitsubcontracting

Another step towards fair labour mobility in Europe ✊ Denmark has adopted mandatory Worker ID Cards on construction sites, joining a growing number of European countries. Europe should build on this momentum through the Fair Labour Mobility Package. #Construction #FairLabourMobility #Transparency

Europe's construction sector is the Single Market in practice. But open borders must never become an open door to worker exploitation and fraud. The upcoming revision of the EU's #PublicProcurement rules is an opportunity to restore clear responsibility throughout subcontracting chains.

Politicians promised a Just Transition, but on many modern construction sites working life is anything but just. Europe's climate ambitions cannot be built on worker exploitation, social dumping and endless subcontracting chains that works to facilitate crime and hide abuse. Photo: Porthos CO2

"Today you lose your job, tonight you lose your home." The Dutch government's 2020 Roemer Report exposed how labour intermediaries can make migrant workers dependent not only on work, but also on housing and transport. Five years later, the lesson remains. Link in comments 👇 #LimitSubcontracting

In construction, cases like this happen all the time. Complex subcontracting is a systemic flaw that allows bad actors to exploit workers and run away when things go wrong. Public procurement rules must be designed to protect workers and ensure fair competition for responsible businesses.

Our thoughts are with the families, friends and colleagues of the six workers who lost their lives yesterday in the fire at the OXY construction site on Place de Brouckère in central Brussels. We also wish a full recovery to those who were injured.

From Strasbourg: EU Inc. is the wrong answer for Europe. Construction is already one of Europe's most fraud-sensitive sectors, and when you open the door for more fraudulent letterbox companies, that's what you get. Don't build Europe on letterbox companies. #EUInc #28thRegime #WorkersRights

A subcontractor creates a new company. The workers stay. The construction sites stay. Only the company name changes. A trade union investigation later uncovered more than €100,000 in unpaid wages. Labour exploitation thrives when responsibility is subcontracted away. #LimitSubcontracting

16,000 hours of unpaid overtime. 218 inspection proceedings. €1.9 million in fines. Camp Nou stadium, one of Europe's largest construction projects. 77 companies working on the same site. When responsibility is spread across dozens of companies, accountability disappear and workers are exploited.

EU ministers discuss the 28th regime (EU Inc) today. Allowing companies to operate without real presence creates more letterbox companies, where responsibility exists on paper, but disappears in practice. EU Inc. extends that model across the internal market and should be rejected #28thRegime

EU Inc. must not become “Letterbox Inc.” Without proper safeguards, it risks enabling more letterbox companies in construction - reinforcing a pattern we already see: fraud, labour exploitation, social dumping and unfair competition. Construction must be excluded. #LimitSubcontracting #EUInc
