Yesterday at Fehmarnbelt, one of Europe’s largest infrastructure projects connecting Denmark and Germany. EFBWW visited the construction site with MEP @gabischoff.bsky.social and trade union colleagues from both countries. Cross-border infrastructure needs cross-border protection for workers.

In 2016, unpaid construction workers at Charleroi’s Rive Gauche in Belgium climbed a crane to demand their wages. 10 years later, the court acquitted the subcontractors. When chains are long, liability disappears. The EU must cap subcontracting tiers #LimitSubcontracting

Business is asking Europe for more. So are Europe's workers. Workers' rights barely featured in today's #SOTEU2026. The Quality Jobs Act got one sentence. Let us be clear: quality jobs are direct jobs. Europe needs an ambitious Subcontracting Directive with binding limits on subcontracting tiers.

In construction, cases like this happen all the time. Complex subcontracting is a systemic flaw that allows bad actors to exploit workers and run away when things go wrong. Public procurement rules must be designed to protect workers and ensure fair competition for responsible businesses.

Across Europe, the same conclusion is being reached. Spain, Belgium and Norway have all introduced measures limiting subcontracting chains in public construction projects. Public money should create quality jobs, not perfect conditions for labour crime and exploitation. #LimitSubcontracting
