I'd like to know that too. But the fact is there was nothing in the rules at all regarding watching another team train. But there is now. Ironically, by creating a rule they have codified the circumstances under which it is allowed: anytime apart from within (i think) 72hrs of playing them.

I have to reiterate- It was NOT an offence at the time that Bielsa did it. They wrote it onto the statute book retrospectively. And still he paid the fine out of his own pocket. How much of Sotons fine did Tonda pay out of his own pocket?

The £ they would have got have got if they got into the Prem doesnt count as a fine as they never had possession of it. It wasn't against the rules when Leeds did it so I would say the £400000 is entirely disproportionate.

Everton got 4 points for only just breaking the rules (and £40m to Burnley) . The sanctions list is out there. The heaviest sanctions for the most egregious crimes. These are the worst there have ever been. Like those that caused the end of Leeds C. in 1919 but massiver. If not for this, then when?

They could take all the titles away from them as a starting point. This is all about massive PR excersise for the ownership, so being stripped of those titles would be a serious loss of face. Relegations, fines, xfer bans are easier to appeal away.
