Commission designates ChatGPT, Reddit, Roblox under Digital Services Act

3️⃣ 🎮 Roblox Roblox is the first gaming platform designated a VLOPSE — arguably long overdue given the Commission’s focus on child protection. Access to Roblox' Creator Hub and Marketplace could give researchers better access to study harmful content, child gambling and exploitative labour practices.

2️⃣ Reddit Reddit’s free public API was closed in 2023, limiting access for both AI researchers and those studying its communities. The DSA will likely restore access for systemic-risk research, enabling deeper study of Reddit itself as well as evolution of cross-platform narratives, for example.

1️⃣ ChatGPT Researchers will likely gain free API access to study responses to prompts (e.g. on elections). Even more groundbreaking: non public access could potentially mean access to training data — the AI industry’s best-kept secret — opening the door to unprecedented scrutiny.

Today the European Commission took a significant step by designating three new Very Large Online Platforms or Search Engines (VLOPSEs): 1️⃣ ChatGPT 2️⃣ Reddit 3️⃣ Roblox This means researchers will be eligible for data access to these platforms starting January 2027. But what makes this so significant?
PRESS RELEASE
Publication 31 August 2026

Commission designates ChatGPT, Reddit, Roblox under Digital Services Act

Today, the Commission has designated ChatGPT as a Very Large Online Search Engine (VLOSE), as well as Reddit and Roblox as Very Large Online Platforms (VLOPs), under the Digital Services Act (DSA).
Text "Digital Services Act" inside a white triangle inside a white triangle against a purple background.

These services declared that they reach at least 45 million average monthly users in the EU and thus meet the threshold for designation.

Following the notification of the designations, these services have four months, i.e. by January 2027, to comply with the additional DSA obligations for VLOPs and VLOSEs, such as assessing and mitigating the systemic risks stemming from their service and algorithmic systems related to the dissemination of illegal content, the negative effects on minors, users’ physical and mental well-being, fundamental rights, electoral processes and public security.

📋 The guidelines are still too complex? Don't fret! We've turned the guidance into a step-by-step checklist for researchers: docs.google.com/document/d/1...

3️⃣ If applicants and VLOPSEs want to claim confidentitality, they need to identify sensitive info, explain the harm, submit confidential/redacted AND non-confidential versions, as well as a non-confidential summary. (Also, blacking out entire pages or sections is explicitly called out as inadequate)
100
DSA40 Data Access Collaboratory @dsa40collaboratory.bsky.social · 26/05/2026
2️⃣ Added detail: submissions must be in English or Irish; adherence to time limits is critical; and CnaM has further doubled down on their interpretation that researchers have to consider both systemic risks AND mitigation measures in their applications (changing from "purposes" to "purpose")
100
DSA40 Data Access Collaboratory @dsa40collaboratory.bsky.social · 26/05/2026
1️⃣ The guidance now also targets VLOPSEs. "You/your" became "Applicant(s)" and VLOPs/VLOEs are now also explicitly told to get their own legal advice. This makes the new document far from balanced - but still, it's a noteworthy shift.
100
DSA40 Data Access Collaboratory @dsa40collaboratory.bsky.social · 26/05/2026
🔍 Expecting a big change? Not quite. The document is still a heavy lift for researchers trying to show they meet the Art. 40(8) requirements. It did get slightly shorter (25 → 23 pages), but what are the key changes?

DSA40 Data Access Collaboratory @dsa40collaboratory.bsky.social · 26/05/2026
Like v1, the document is not machine-readable. No text selection, no clickable links. 🙃 So we fixed that for you. A comparison of both versions is now available on our website: dsa40collaboratory.eu/cnam-guidance/ (all underlying files also on our GitHub repo: github.com/access-colla...)

6) 🔐 Secure data processing: Applications will require proper data security measures (e.g., DPIAs). A challenge for some fields, but also an opportunity to build trust. 7) 💶 No cost (for now): The Act is silent on fees – suggesting access should be free. But nothing’s ruled out entirely.

5) 🧠 Rich datasets available: Recital 13 confirms access to: → Profile info, network data, content exposure, recommendation mechanisms, interaction histories – crucial for communication researchers.
151
DSA40 Data Access Collaboratory @dsa40collaboratory.bsky.social · 02/07/2025
3) 📊 Right to high-quality data: If data under 40.12 is flawed or insufficient, researchers can turn to 40.4 for better access. 4) 📁 Platform data catalogues: Platforms must publish and update detailed data inventories. This improves transparency and lets researchers know what to ask for.
