I get that but since the main aim of the PhD is to do original research and advance knowledge in that field, why not invest in the students they recruit by putting them on some kind of bursary or scholarship and get the advantage of that new research as well?

Maybe but he was talking about deliberately enticing out of programmes. I'd like to have asked which ones but didn't have time. I'd guess tech more than humanities, which makes sense but is also a big part of the problem. Not enough people asking 'Should we?' rather than 'Can we?'.

Badly worded on my part. I think doing a PhD takes them to a whole new level and ingrains them to a much greater extent.

I had a conversation about recruiting with a Palantir executive a few years ago. They wanted PhD students because they were clearly bright, but they preferred to get them before they finished their courses. My guess being they didn't want all that pesky critical thinking you learn through a PhD.

'Systems thinking' is a valid approach in problem solving, or at least problem visualisation, because it helps map the drivers and outputs that affect an issue. However, I suspect the term has been hijacked by the same people who call themselves 'thought leaders' and now means something different.

Quite. Hence my comment about the scale. But there was the Iraq Liberation Act 1998. Removal of Saddam Hussein was an established foreign policy aim of the US. Scale and timing might have been different but the odds are good both would still have happened under Gore.

Regarding 9/11 itself I think Gore would have reacted much the same as Bush did. Remember the momentum towards action against both AQ in Afghan & Saddam in Iraq had built up during the Clinton Administration. The difference would have been the scale of the responses under Gore as President. 2/2

I did some work on this during the election, in answer to the question "What is the likelihood of war with Iraq under either Bush or Gore?". Their rhetoric towards Iraq was remarkably similar, but I think Gore would have worked harder on a second UN resolution and built a bigger coalition. 1/2

Similar debate about 'threat' and 'risk' in security studies. Using them interchangeably annoys me as much as people using 'agent' when they mean 'intelligence officer'. And that's a lot of annoyance right there!
