Das hat das Parlament beschlossen. Nachdem der Nationalrat der entsprechenden Motion bereits im März zugestimmt hatte, nahm sie nun auch der Ständerat an.
Die Forderung geht unter anderem auf eine Pro-Palästina-Kundgebung im Oktober 2025 in Bern zurück, bei der es zu gewalttätigen Ausschreitungen kam. Die Mehrheit des Ständerats sah in der Vorlage keine Einschränkung des Demonstrationsrechts. Die Allgemeinheit solle nicht länger die Sicherheitskosten tragen.
Eine Minderheit lehnte die Motion ab, auch aus föderalistischen Gründen. Polizeirechtlich seien grundsätzlich die Kantone für die Wahrung der öffentlichen Sicherheit auf ihrem Gebiet zuständig. Es sei daher auch Sache der Kantone und nicht des Bundes, Regelungen für die Wahrnehmung und Finanzierung ihrer Aufgaben zu erlassen. Der Bundesrat muss jetzt ein Gesetz ausarbeiten.
