A Town Without Seasons has a lot of similar small community mystery vibes as you've seen in Twin Peaks: oddities, grudges, meandering side stories, and intrigue. There is definitely pain and grief in both shows.
It exudes a warm, cozy surface, though, and has more light-hearted messages to share.
