I wrote exactly such a program in BASIC when I was a student in the 70s. I only had disk space to type in a short story, and a limited number of CPU seconds to process it, but it worked. Maybe I should claim to be the godfather of AI or something, but I'm sure the same idea occurred to many others.

A couple of dozen lines in any decent scripting language will let you read a plain text file and create a matrix of probabilities that a specific word is followed by another, and then take a seed word and spew out random sequences that sound plausible. LLM/AI is just this writ large with bells on.

With some adjustments for emigration, immigration, and societal development (barring sudden mass death like plague or war) the population of a country is pretty much known a lifetime in advance because a few sums in births and deaths will let you work it out. This is beyond most politicians, though.

Consultants have their uses in providing specialist short-term expertise in areas where the organisation cannot reasonably be expected to keep a full-time expert of their own. But what you describe is symptomatic of management by fools, and no amount of consultancy will save organisations like that.

Golly gosh. Who would have thought that getting rid of your best and most knowledgeable people meant you no longer had the experience needed to make key decisions. So you need to call in outside help for things you used to be able to do unaided. Not just colleges; companies too. Zero braincells.

The insanity of the last 80 years, accelerated in the last 40, has been the pursuit of globalisation at any cost, and we are now seeing the true cost. In the Gadarene rush to subsidise imports, local production has been almost wiped out. Of course we want nice foreign stuff but not like this.
