For me, the usability (making it easy to get the info I need) is a much bigger factor than the cost (having to get multiple books). But there might also be a difference in perception: one approach would classify your game as a generic system, the other as concrete systems that share core mechanics.

OGA/OG is a good counter-example we're both familiar with. OGA totally works, and I get why they chose that route. But there's probably 50% overlap between the books, and it takes effort to pick out the new rules (e.g. extended rolls), to use them with OG. Now I need 2 books at the table, not 1.

I strongly prefer having the core rules and setting separated. I think it's cleaner that way, and easier to pick out the setting-specific differences and rules additions. (But that might just be my software engineer brain speaking, which always tries hard to remove any duplicated information...)

Can I respond with a video? :) youtu.be/PCth5fxoTpU Unless it's a highly tactical game, I strongly prefer simple turn order systems, with no rolling or cards required. Side based (players go first in any order, as in EZD6), Popcorn, or alternating player/GM (as in Warlock!) are my favorites.
