I have no problem with Chow's shared leadership, especially given the obstreperous (racist, sexist) relations police had with former chair Susan Eng. It's a smart strategic choice.

Don't disagree about possible fraud (how can so many afford such big cars when average incomes for people with disabilities are so low), but disabled permits do allow parking and stopping where it's not allowed for others. So that biases the sample you're seeing.

The other thing that has to be mentioned is how big the rebates are for donation. You basically get a 2-4x multiplier on the cost to you. You can get a lot of money to your candidates of choice for not really that much cost to you. 4/
