Connecting job seekers in occupations with poor prospects with volunteer "buddies" who have recently exited unemployment and found jobs in new occupations can meaningfully improve employment and earnings outcomes. Bart de Koning et al. cepr.org/voxeu/column... #EconSky
The figure shows the basic pattern, based on administrative data. There is little movement in the first year, but the treatment and control groups begin to diverge clearly in months 13 to 18. Over that period, treated job seekers were 6 percentage points more likely to be employed than the control group, an increase of about 11%. Monthly earnings were €226 higher, about 16% above the control-group level.

Supporting job seekers looking to change career has become particularly important as economies try to adjust to the digital and green transitions. This column reports on an experiment connecting job seekers in occupations with poor employment prospects with volunteer ‘buddies’ who have recently exited unemployment and found jobs in new occupations. The findings suggest that such a programme can meaningfully improve employment and earnings outcomes, especially for those who need help most.

In an RCT, we treat job seekers in slack occupations with information about the better prospects in other suitable jobs. Effects are large: employment, hours of work and labor income all improve by 5%/6% after 18 months, with limited externalities to other job seekers. docs.iza.org/dp17905.pdf
