Hong Kong's Centre for Food Safety

The new rules will also make it even harder for agencies to issue awards. NIH has issued 66%, and NSF 33%, of awards compared to prior years. Limiting peer review, and concentrating funding decisions in the hands of a small group of people, will accelerate the stalled spending--which is the point.
