Gersbach dreht ein wenig an der Ausgangslage (den "zyklischen Mehrheiten") und schafft so bloss Raum für neue Strategien. Die Parlamentsmehrheit könnte zB Gegenvorschläge (miss)brauchen um kaum mehrheitsfähige Gesetze durchzusetzen. 110
