Looks like act has been prepared as enrolled bill, i.e., the House Clerk and Senate Secretary confirm both chambers passed same wording. It has to then be signed by SotH and VPotUS. Then physically presented to POTUS by House Clerk. Then 10-day clock. Vance could block or delay, but’d be a fight.

Travel tip: If you go to EU, set up a burner phone number, gmail, postal box, and a temporary credit card number. Burner number needs to be usable with WhatsApp (that’s how they use your number there). When you get back, you will be inundated with scam several times a day, just shut it all down.

The rule is more detailed. No chamber may adjourn for more than 3 days without the other chamber’s consent. July 4 does not avoid the count, so the big date is July 6. Usually, on holiday weekends, the Clerk receives vetoes and objections, & avoids pocket veto. The vote was enough to override veto.
