My toddler (all toddlers?) is like an anime character. Sprints everywhere or collapses in a huff. Goes feral for food. Emotes his sentences wildly or delivers quiet monlogues to himself. He's never seen Naruto but did actually do the run for a while.

After a long period of radio/meeting silence, it's good to see some energy back in the Quad. No meetings at the Ministerial or Leader level for a year, and now possibly three FMMs of one variety or another in ~8 months if, as Marco Rubio has suggested, "we will meet again later this year".

I spoke to SBS News yesterday about the potential impacts for AUKUS of the appointment of Andy Burnham as UK PM. In short: I see no reason to doubt that the UK remains fully invested in AUKUS, both for strategic and domestic political/industrial reasons.

My key point: as tactically effective as the US bombing campaign has been, I don't see it significantly moving the dial on Iranian resolve or on bringing the conflict to an enduring, sustainable state of peace, particularly considering how the first months of the campaign played out.

At the same time, our level of defence investment is clearly not commensurate with the responsibilities we've now formalised with respect to PNG and Fiji - as well as the existing commitments to NZ and the US - and there could be more to come if the Ocean of Peace alliance expands.

I know I'm predisposed to be interested in the new Australia-Fiji alliance, but it really strikes me as a remarkable development in the context of security agreements, middle powers, and Australian foreign policy. Where else has a middle power pursued such an extensive vision of regional security?

A very good article here by India's former Foreign Secretary, Vijay Gokhale, making the case for a reassessment of the Quad. Looking forward to seeing what happens at the Foreign Ministers' Meeting next week: the first in a year after two FMM in the first six months of Trump's term.

For me, the main contributing factors to keep in mind are the defensive responses to Russian and Chinese aggression, as well as countries across Europe refilling their arsenals after providing support to Ukraine, but likewise the downstream effects of the US war against Iran.

I appreciate that these are largely questions for other parts of the gov't and bureaucracy to take the lead on, and the May budget will give a good indication of where we're travelling overall. But at the same time, while defence might not be seen a vote winner, it doesn't exist in a vacuum either.

Frustrations around housing & secure jobs, shaped by productivity, inflation, immigration: these forces are driving greater political polarisation & putting social cohesion under strain. Defence exists in that context, not just the international picture of strategic competition & deterrence.

The case can absolutely be, and has been, made for more spending on defence now - NDS26 itself makes that case, as did NDS24 & DSR23 - but there's no shortage of things gov't could spend $ on across lots of portfolios. My qn is how do we square that with the other challenges Australia is facing.

Maritime capability has become a key relationship and engagement driver for Australian defence policy of late (i.e. AUKUS and Mogami FFGs), so the new CDF is perhaps a sign of how things might look in the upcoming second National Defence Strategy, reportedly due to be released on Thursday.
