i think it is brake fluid, the bollard hit the backside of the wheel & cracked the fluid cylinder, then while he's rolling forward the antilock brakes kick in because there's no normal fluid pressure. I have no expertise in this, but I have had my brake fluid cylinder burn up (in my 1966 Buick)

it was so tough to get an accurate picture of it as I recall, phone cams would "correct" the colors, I rode my bike around using the DSLR but I wonder if anyone took analog photos on film.
