In 2022, after a U.S. drone strike in Kabul killed 10 civilians including seven children and an aid worker, the Pentagon created the Civilian Harm Mitigation and Response (CHMR) program. It embedded teams directly into combat commands. Their job was to verify targets, review the civilian environment, cross-reference intelligence, and confirm that every target on a strike list was a lawful military objective. The program was created with bipartisan Congressional support and codified into law. It was designed to prevent exactly what happened in Minab.

Defense Secretary Pete Hegseth eliminated it.
