A speaker series bringing together the makers and doers that are harnessing technology and data to drive meaningful change. It is a joint, collaborative effort between the County and City of Los Angeles, and the local L.A. civic technology community.

Madeline says 41,000 people applied for the MobilityWallet Pilot Program, of which they had 2,000 spots available. The random selection helped control groups for robust research designs, instead of a first-come first-serve model.
What data and program lessons did we learn?

• Using a variety of data sources helps to understand different program outcomes and follow up on unexpected findings when you can

• Qualitative research helps provide nuance and can help connects outcomes to each other

• Having a program application and random selection helps you create control groups for robust research designs

Most importantly, research shows that the benefits did NOT continue after the Pilot Program ended. Participants expressed gratitude for a temporary solution, but remorse over it not becoming a staple for their lives. #DataAndDonuts #GovTech #MobilityWallet
Short-term program yields short-term benefits

The mobility wallet helped people pay for transportation, allowed people to use more modes, described making more trips, and gained short-term life improvements
But, the benefits largely did not last after the pilot period ended.

“I was able to see my friends more often. I had family members who live in Santa Monica....Because now, unless they don't come get me, I'm not going.”

“I would say I don't go to visit my mom as frequently now. That would probably be the main one, like going to visit family. I just don't do it as often. It's more of when I can or if they can come by and pick me up. It's kind of that situation now.”

The Digital ID framework is designed to create universal access to state services for individuals in Calfornia using a single credential; your Digital ID. As a result, the Digital ID Framework will enable a system that minimizes the need to repeat verification processes for multiple programs.

Cheaper, more efficient identity and eligibility management for state agencies.
The Digital ID Framework helps ensure that resources invested at the state level by agencies like
CDT wil benefit all state agencies, reducing the individual cost and administrative burdens associated with verification and accelerating statewide modernization.

Increased security, privacy, and general minimization of sensitive data storage.

The Digital ID Framework will provide all state agencies access to standardized security and world class privacy protocols to protect sensitive information.
