The Heritage Apple Corps have found trees in central Oregon that are genetic matches for some of the rare "lost" apple varieties we find in the islands. With more sampling, both here and there, we hope to be able to properly identify these varieties and bring them back into production.

Answer:
The Constitution does not give the president the power to run or set the rules for federal elections. States have the main job if administering them. Congress can change most of those rules by statue. The president's role is to enforce existing federal law, not to replace state or congressional election rules.
