Research conducted by Action for Economic Reforms and Economics for Health found that illicit trade in the Philippines is driven primarily by enforcement gaps and other local factors, not tobacco tax rates. A subsequent study by STOP concluded the same.

New results from Panama show what happens when governments prioritize evidence-based tobacco control policies. 👏 According to Panama's Global Adult Tobacco Survey, tobacco use in Panama declined to 5.0% in 2025, giving the country one of the lowest tobacco use rates in the Americas and globally.

Parties backed efforts to hold the tobacco industry legally liable and supported policies to reduce nicotine levels so that products are less addictive. They also adopted decisions on mobilizing domestic resources and addressing the environmental harm caused by tobacco and nicotine products.
