OUR 8 DEMANDS
BeforeWeDie
1. EMERGENCY FUNDED PLAN
An emergency funded plan must be put in place by the next budget to immediately address the needs of people with an intellectual disability being cared for at home by parents and family members who are aged 70 and over.
2. STATUTORY REGISTER OF NEED
Every person with an intellectual disability who will require supported housing must be identified, recorded, and planned for.
3. PERSONAL TRANSITION PLAN BY AGE 18
Every young person with an intellectual disability gets a housing and care support transition plan, started at the age of 16 (when granted disability allowance) to be in place by 18.
4. REFORM THE HOUSING APPLICATION PROCESS AND ESTABLISH A 'ONE STOP SHOP'
• Connect the HSE, Departments of Housing and Disability, Service Providers (Sections 38 and 39), Local Authorities, families and individuals with an Intellectual Disability.
- Proactively process, quantify, and manage housing and care support applications and associated funding with agreed key performance indicators and publish an annual report of activities and progress to ensure accountability and track delivery.
• Reform the housing application process to address the specific needs of adults with an intellectua! disability.
5. INCREASE AND RING FENCE FUNDING TO SECTION 38/39 PROVIDERS
• Increase and ring-fence multi-annual funding to ensure funding is not diverted to disability requirements other than housing.
- Reinstate CALF/P&A funding to ABs who provide housing to cover both construction and maintenance.
• Reinstate CALF/P&A funding for acquisition and refurbishment of existing properties, enabling people to stay close to services in their own communities.
6. DESIGN AND ADOPT APPROPRIATE MODELS OF HOUSING
One size does not fit all. In addition to one off housing in a residential area, commit to support the "Cluster of Homes" model* providing safe, ap…

Overheard is as sensitive to signs of the apocalypse as the next column, and given the eclipse, we're looking for signs of reassurance.
Earthquakes in particular have
been in the news for months now, with damaging tremors in Indonesia, Japan, Colombia and even, this week, Granada. Is something going on?
Seismology is not our strong suit, so we asked experts. "The number of large earthquakes per year varies," Dr Martin Möllhoff, director of seismic networks at the Dublin Institutes for Advanced Studies (DIAS), said. Earthquakes over magnitude 7 average out at about 16 per year, according to the US Geological Survey.
"I think 11 have been recorded this year so far, which is not far off from this aver-
age," Möllhoff said. "The annual rate fluctuates quite a bit; recent extremes were 23 large earthquakes in 2010, and s in 1989.
When tremors rock populous areas, we tend to take more notice.
Prof Chris Bean, head of geophysics at DIAS, said sometimes mega-earth-quakes can set off strong aftershocks. "It can actual take several years for this t smooth out, and for the number of events to go back
'normal' values."
He added: "Interestingly, on t) very long time scale of say two billion years, we will expect fewer and fewer earthquakes, as plate tectonics starts to shut down because the earth is losing heat."

Mar Uachtarán na hÉireann, is mór an onóir dom seachtain na gCúramóirí
a cheiliúradh agus an cion mná a dhéanann sibh siúd a bhíonn i mbun
cúraim ar fud na tíre a aithint.

Carers are the backbone of our society. Indeed, a society cannot function without their contribution - a contribution which all too often goes insufficiently recognised.

We know that caring brings real challenges, including the emotional and physical strain that is so often involved, the complexity of navigating services and the significant financial pressures that many face. If we are serious about valuing care in our society, then we must be serious about providing real supports for carers, for families and all who rely on care. Those with a lived experience of caring must be central to our national conversations.

During Carers' Week, I extend my sincere thanks to every carer in Ireland.
Your selflessness and charity are deeply valued, and our society is ever enriched by your dedication and consideration.
