What's important is to demonstrate to the EU and its members that the decision is going to be stable or long term. A higher bar might be one way of demonstrating that, but how high would convince the EU? Are there other ways of demonstrating that?

It could give a small country like Wales a veto against the rest if it wanted to stay out of the EU while the rest wanted to rejoin. The bias is for the status quo, which is the point of a double majority. It makes change more difficult, meaning the persuasion for change has to be more solid.

In federated states, you can have a simple majority plus a majority of component states (in the UK that would be countries). But it's not the UK's way and the component countries are not even close in size.

Yes, and that's one difficulty the "rejoin" campaign faces. If the 2016 referendum can be reversed in a couple of decades, it's difficult to persuade the EU side that the result will be a long term commitment. It would need much more than a quick and simple majority vote, let alone 52-48%

It's sobering to remember that the EU and its member states will want to be sure UK opinions will not change again at whim. More than persuading a majority of UK opinion, it means a much higher quality debate so people understand, including the downsides, resulting in fewer unexpected consequences.

The problem is it misleads people who don't know what they are, and the description doesn't even clarify properly what a customs union is. Barnier was misleading too. A staircase suggests an ascending sequence. If, as Anand says, we needs a good quality discussion, then the staircase doesn't help.

This WTO staff paper by Roy Santana and Daniela Țîbuleac provides an insight into how trade concerns are discussed in the Market Access Committee. Customs union and closer single market integration (Swiss or Norway/Iceland/EEA) are on separate staircases. Customs unions by definition are only about trade in goods, and only common external import tariffs Swiss and EEA integration are much more than goods, but with freedom to set own tariffs.
The single staircase used in many UK in a changing Europe papers cited here. It leads from the present UK-EU agreement in rising steps through customs union, Swiss arrangement, EEA to membership.

We don't learn much from this on the Sep 30 "transparency session" on WTO reform talks. The work "continues to move forward steadily in all areas," the General Council chair says. But the news story is just a list of topics discussed. For now, no (public) indication of convergence on anything.

There will be a further hearing on sanctions. Given the gravity of the commission’s findings, one can expect the sanctions to be onerous. If so, the considerable legal trouble of the club will mean serious practical consequences. If the breaches are not minor, then presumably the punishments cannot thereby be slight. It may thereby be sensible for Manchester City to concentrate more on the sanctions hearing, than on any perhaps remote chance of a successful appeal.

But there is little sign that Manchester City will adopt a sensible approach to further proceedings, as it has not adopted a sensible approach to contesting this matter to date. Indeed, the club has exacerbated its predicament by its strident conduct of its defence to these charges. This would not be the fault of the lawyers: it can be assumed that the club’s lawyers will have set out the risks of being aggressive. The club would have had this advice, and it would seem that it still decided to be aggressive.

The decision of the disciplinary commission not only sets out the deliberate financial irregularities of the club, but also that it made “concerted efforts to stop and frustrate” the league’s investigation. Note here the word “concerted”—these efforts were systemic and deliberate. Such an approach accords with published documents about how the club approaches litigation elsewhere. The club chairman is reported to have had the view that the club would “rather spend 30 million on the 50 best lawyers in the world to sue [Uefa] for the next 10 years” than accept a fine.

Paying “30 million on the 50 best lawyers in the world”, or even hiring a man with seven wives each with seven sacks of seven cats, is of no avail if the facts and the law are against you. Law is not magic, and lawyers are not magicians. Decisions tend to follow the evidence, and the documentary evidence available to the club would have pointed to the determination it in time received. 3️⃣ No, BBC, “customs union” and “trade bloc” are NOT synonyms. Choice of words matters. It’s difficult. But the debate about UK-EU relations can only be meaningful if journalists make the effort to be accurate. Thinking the public is not interested in detail just repeats the mistakes of Brexit.
Let’s be clear about the differences

Trade and cooperation agreement (present)
Preferential trade (goods, services, digital), intellectual property, public procurement, aviation and road transport, energy, fisheries. Cooperation in social security, law enforcement, criminal justice, etc. Participation in EU programmes. Level playing field, fundamental rights 

Customs union
Applies only to goods: common external import duties (tariffs), other customs measures

Single (internal) market
Free movement of goods, services, labour (people), capital (money)—but not common external import duties. (Integration varies, eg, Norway v. Switzerland)

EU membership (re-joining)
Political and economic union covering a wide range of activities, including the single internal market, with common institutions (Commission, Parliament, Court), and complex divisions of responsibility between the union and its member states. Trade is handled by the Commission

Two days later and future UK-EU relations are no longer a top story. But they'll be back. So, some thoughts. 1️⃣ Brexit taught us that leaving the EU was not a single event. It was a process. It's not binary, “in” or “out”, “not done” or “done”. The details really do matter. There’s a lot to do.

1. I present this report on my own responsibility and without prejudice to the positions of delegations or to the outcome of negotiations under the mandate to establish a multilateral system of notification and registration of geographical indications (GIs) for wines and spirits (the "GI Register") in the Special Session of the Council for TRIPS.
2. Since my last written report (TN/IP/36 of 9 December 2025), I have continued my informal engagement with interested GI stakeholders. These exchanges suggest a changing mood. Some stakeholders who initially had limited awareness of the negotiations are now showing growing interest in exploring how a multilateral GI register could be useful in today's context. Their reflections take place against the background of developments in domestic and regional GI protection, trade agreements and WIPO's Lisbon System, including the Geneva Act, as well as emerging issues relating to the internet, domain names and artificial intelligence.
3. While these discussions remain exploratory, some stakeholders are working among themselves to consolidate their ideas and identify possible avenues for moving forward. They recognize that any initiative at the WTO would require engagement with the relevant authorities and WTO delegations. At this stage, no concrete proposals have emerged.
4. I also continue to consider the possibility of holding informal information-sharing sessions to help delegations reacquaint themselves with the history and context of the Special Session and take stock of relevant developments. Such an exercise could be useful, particularly given the considerable time that has elapsed since substantive negotiations last took place. I intend to maintain contact with
interested delegations and stakeholders and encourage Members to explore new ideas that could help create opportunities for renewed engagement within the existing mandate.

Yes as adjudicators' terms ended and (re-)appointments were blocked by the US (meaning no consensus), the Appellate Body lost its quorum in 2019 and was left with no adjudicators since 2020. On Friday, the US blocked the 100th request to allow appointments. bsky.app/profile/copp...
