As Co-Chair of the Senate HBCU Caucus, I have long advocated for increased federal investment in HBCUs, which have been historically underfunded. However, investments in HBCUs should not come at the expense of MSIs, and the administration does not have the authority to transfer these funds.

Last week, the Education Dept. announced it is illegally transferring $235 million in funding from Minority Serving Institutions (MSIs) to HBCUs and Tribal Colleges. This is a clear violation of the FUTURE Act, bipartisan legislation passed by Congress in 2019 and signed into law by President Trump.
