The proposed designation of the entire Highland Council region as an Area of Linguistic Significance (ALS) for Gaelic demonstrates the central weakness of the Scottish Languages Act 2025. The Government has recently announced a £1.5 million budget for councils to assist in establishing this largely symbolic legislative status.
