FWIW, my take on all of this is that it was a fait accompli before the vetting was done, and that Robbins decided that he had no choice but to go along with the PM's decision. I strongly suspect that Robbins did tell no 10 that Mandy failed the DV, but did so verbally rather than in writing.

Short Pitch:

Set in a war-torn country. An orphaned boy and his older brother feel like everyday is a struggle and a reminder of what they lost. Until one day, when they get the opportunity to move to Greenfield — a small, rustic village on the outskirts of the country and a chance at a real home.
