Empowering o the administration to "investigate" these situations using a panel of campus employees and students. In theory this could work in some cases but the admin stacks these committees with their supporters and CYA is the goal. These investigations must be independent using outside experts.

Seriously you need to go on a tour of colleges. My mostly male students are endlessly harassed by these apps. It is becoming a shameful secret for many college aged males who are drawn in with this bombardment of messages and "get rich quick" appeals. It is devastating a generation of young men.
