We also noticed between January and February, that Stelco updated its website to say the site will host “world-class AI, advanced manufacturing, and clean infrastructure” after previously not mentioning data centres.

TO's executive committee passed these motions. Coun. @joshmatlow.bsky.social said if city staff find there are provincial measures that are interfering with the bylaw, “then we need to prioritize this right at the top with the provincial government.”
A motion that was passed by Toronto's executive committee. It reads:

1. City Council request the Executive Director Municipal Licensing and Standards, as part of the ongoing development of the maximum temperature by-law, to consider recent examples of maximum temperature legislation in other municipalities, including New Westminster and New York City to inform Toronto’s framework, and to bring the by-law forward for Council’s consideration as per the direction in Item 2025.EX28.3.

2. City Council direct the City Manager to consolidate the requests that City Council has made to the Provincial and Federal Government around tenant supports, rent increases, incentives to retrofit buildings and other issues within their jurisdiction that would support the implementation of a Maximum Temperature By-law and re-transmit them to the appropriate level of government.

I travelled to the James Bay region for the story alongside Jesse Winter, who took so many amazing photographs. Like this one! Very patient and helpful editing by @jameswsthomson.com made it all possible ☺️

This story is about how much the gov is willing to spend on an ad campaign for a project that is facing opposition from many local First Nations, has been criticized for being misleading etc., but also! It's about gov reluctance to answer questions.
Canada’s National Observer has repeatedly reached out to the province of Ontario to ask for clarification on the campaign — including why a “shoe scene” removal was so expensive — and has not received any response.

Update from Toronto city council yesterday re the drafting of a maximum temperature policy by this upcoming summer, and its implementation in 2027. Staff will come back with a drafted bylaw by May. Earlier than the June deadline discussed by executive council last week!
4. City Council direct the Executive Director, Municipal Licensing and Standards to report back to the appropriate Committee no later than July 2026 May 2026 with a proposed Maximum Temperature By-law for rental units, considering varying building infrastructure, mechanisms to prevent above guideline rent increases passed on to tenants and informed by a compliance analysis study.

The barriers were acknowledged at a recent executive committee meeting by Mayor Olivia Chow following deputations. “Our hardship funds application process can be better, and then we can provide more access,” she said. Committee recommendation here:
City Council request the Deputy City Manager, Community Development and Social Services to improve the Hardship Fund application process and consider options to enhance accessibility to the Hardship Fund.

It follows a similar motion ditched in 2018 due to concerns about affordability, expensive retrofits for landlords and pressure on the electrical grid. However, tenant groups have spoken in favour of the bylaw (with rental protections) + city staff have confirmed that the grid could handle the load.
A screenshot that reads: "As an outcome of these discussions, Toronto Hydro has confirmed that the electrical grid would be able to accommodate the potential impacts of implementing the standard."

But it's not just building emission performance standards that are on the chopping block. The same document from the City of Toronto says its 2040 net zero target is put into question. Excerpt from a document from city staff:
“When only City-led actions are considered and federal and provincial policies removed, a significant gap remains between the [business as usual] emissions trajectory and the level required to reach the City’s 2040 net-zero community emissions target,” it says.

I'm so glad this is the story to wrap up my coverage in the region. I got to hang out with eagles! And talk to people with an incredible depth of knowledge about the area's ecology who’ve spent decades protecting it.

Building an ice road is a dance. Workers take snow off to build it, put it back later in the season to extend it. They keep the road open for as long as possible bc of how important it is to the communities it connects. Outside of the season, goods + people are flown in+out at very high prices. 🧊

Unquestionably, climate change is threatening the future of ice roads. I talked to many who have seen the ice road season change, and they all confirmed that it's getting shorter, later and more unpredictable. Jesse Winter travelled with me for the series, and captured tons of great photos. 🧊
A bird's eye view of the James Bay Winter Road. A black truck is driving along the road, which is covered with a light dusting of snow, and bare trees are seen on either side of the road.

Beavers dig channels between their dams which @emilyfairfax.bsky.social describes as “little water highways” which makes “it easier for them to get around, move building material, but critically, it's also spreading water out.”

“It's not new news that it's been harder to bring people into the trades,” Noel Baldwin, executive director of the Future Skills Centre told me. Multiple sectors + businesses – from expanding hydro to EV manufacturing – are likely looking to poach from the same pool of skilled workers. 🧵

The students know much of the current work opportunity is outside the Maritimes, where many are from. I kept thinking about how workers leaving the region to find jobs in renewables mirrors a longstanding trend in the region, where workers leave home to work in the oil sands. Graph from CanREA. 🧵

I travelled to PEI to meet some of the ppl gearing up to enter the workforce. Everyone I spoke with was excited + optimistic. This is Shane Mullins, who assured me he was not scared to scale the turbine. Told me he likes “climbing stuff” — his last job was at a gravestone factory, a "morbid job."🧵
