NYC Council’s FY27 budget analysis says NYC has more than 3M on-street parking spaces, but only 80k are metered. An est. from the Center for an Urban Future (CUF): Metering just 1/4 of the currently free spaces could generate at least $1.21 B in new revenue. legistar.council.nyc.gov/View.ashx?G=...

90 yrs ago Britain knew that building along busy through roads creates exposure and deaths & Parliament restricted ribbon development and highway access. The U.S. didn’t. 62% of U.S. pedestrian deaths occur on arterials, explaining much of our fatality-rate gap with Europe.

In New York in 1908, 500 children marched along 11th Avenue protesting the danger posed by street-running rail traffic on what had become known as “Death Avenue.” Though freight trains not trolley cars, it showed that children themselves were publicly protesting deaths caused by rail vehicles.

In 2019 fed data, light rail had 6.4 ped only fatalities per B passenger-miles. By comparison, U.S. motor-vehicle travel produced 1.3 pedestrian and bicyclist fatalities per B highway person-miles, five times higher. You could say that light rail is the real equivalent of developed arterials.

NYC raised the value of travel lanes to outsiders coming in through congestion pricing but haven’t embraced Shoup by collecting on the value of their on street parking which is immense. Of 3 million curbside parking spaces, only about 80,000 are metered. Metering 1/4 could raise $1.2 B per CC.

I’ve read that if America’s larger metropolitan urban footprints accommodated people at roughly Dutch metropolitan densities, the existing developed land could plausibly accommodate on the order of another 100 million housing units….. without expanding the metropolitan footprint.

After a VRU death on an arterial rd we focus on driver behavior, speed, vehicle, crossing design, lighting, roadway geometry, inebriation etc. Nobody asks “Accepting that people make mistakes, why did we zone to expose people to this level of traffic in the first place?” @jessiesinger.bsky.social

Housing scarcity growth since the 70s. Restrictions lowered housing production in accessible places, making them unaffordable, pushing people to lower cost places requiring more driving & interaction with higher-speed arterials. Scarcity didn’t just increase housing costs. It increased exposure.

Municipalities had a powerful incentive to permit development on state arterials, an expanded local tax base, while the responsibility and eventual cost—of accommodating the resulting traffic remained with the state. The fiscal benefits were local. The transportation costs were not.

After a vulnerable user road death on an arterial road, focus is on driver behavior, speed, vehicle, crossing design, lighting, roadway geometry, etc. The Q: “Why did this person’s everyday life require encountering this high speed facility in the first place?” is rarely asked.

Road danger doesn’t begin at the curb line. Before anyone designs a crossing or bike lane, land-use decisions have already determined who must encounter the arterial, how often, and for everyday needs.

When NTH made a deliberate policy turn away from car dependence in the 1970s, the underlying land use was in place: compactness, short distances destinations, where walking, bicycling, and transit could realistically substitute for many car trips and they built high use robust bike networks.

The way to reduce car use is to get #BackTo3 over time through housing via mixed infill within and on peripheries , allowing more people to afford to live in places where they can be less reliant on a car for their daily needs.
