Doctors and health centers aren't required to report someone to Indiana BMV if they have a dangerous seizure or fainting condition that would make it clearly unsafe to drive. Other states have a law requiring this type of reporting. 020

We expect Indy's future e-micromobility ordinance to look similar to what they've done in Carmel and Fishers, but hopefully simpler language. 000

There isn't a speed limit on Indy greenways. E-motos & e-mopeds are motorcycles, therefore illegal on greenways. Class 3 e-bikes are not legal on Indy greenways, but there's no enforcement. 100

Both Carmel and Fishers (by ordinance) allowed Class 3 e-bikes on their greenways. They're handling the safety concern with a greenway speed limit, which is 15 mph in Carmel. 100

Some of those blocks are extra long, and the bus stop consolidation doesn't make sense. In those cases, there should be safer crossings. 100

Central Indiana Cycling @centralincycling.org · 01/09/2026To clarify, an electric 2- or 3-wheeled vehicle that goes over 20 mph with a throttle control is an e-motorcycle in Indiana. For that motorcycle to be 'street legal' it needs to have a VIN, be registered with Indiana BMV, insured, & the driver needs to be licensed with a motorcycle endorsement. 120

Those riding them thinking they are e-bikes are in for an expensive & awkward police-involved interaction. Property owners aren't forced to build more parking than they need, which is especially important for properties near popular greenways, historic village centers, and transit.
