This is nuts. At the very least, policy should be to put out the fire, then charge the homeowner the fee, back fees for previous years if necessary and maybe a penalty. Ideally, the county would send money to FDs so that county residents are covered without additional administrative burden.

A little tiny bit is lost in automation in example 2. For industrial automation, example 2 is ideal; it cuts out the possibility for error in manually checking the rankings. For a hobby, though, it removes the “need” to know your roster and what’s happening inside of it.
