Maybe I overestimate him? But these days, politicians have such detailed information on voters and MPS that I don't think many votes are surprising. He might have been forced to address the issue of housing by external factors, but once committed to it, I think he made it work for him.

I doubt it will be enough, and it is again extremely opportunistic and Machiavellian, but this is another brilliant political move by Pedro Sanchez. 1. Move the public debate towards your issue 2. Have a vote on it knowing you will lose 3. Use that loss to argue you need a stronger mandate. 🙇

I understand the idea behind the return to the oral exam, but they are notoriously subjective and tend to have the usual biases (towards assertive white men). Moreover, with larger classes, this not only takes a lot of time, it will also become even less reliable.
