Today, current SUV applications are faced with a 10 year processing wait time, and the program is closed for new applications. If Canada wants to stay competitive it must reverse this situation.

The scale of this fraud was significant. “Consultants” regularly charged thousands to help people avoid the appropriate scrutiny. One fraudster scammed four families out of over a million dollars. These scams broke the system.

Over time though it became clear that the last of these streams, the incubator endorsement, created a loophole in the immigration system. Underqualified entrepreneurs could use second-rate, low quality, or fraudulent incubators to fast track PR.

The single most powerful lever to resolve this situation is corporate tax reform. Research spanning more than half a century has confirmed repeatedly that corporate taxes are the most harmful tax type for growth and in particular for company formation and investment.

This was in part thanks to RC Harris, the Commissioner of Public Works in Toronto. He built sewer mains and water reservoirs. His magnum opus is the water treatment plant that bears his name, a stunning example of Art Deco that still provides 40% of Toronto's drinking water today.

RC Harris is a Great Canadian Builder The early 1900s were not a good time to be born in Toronto. For every thousand births, 140 children would not live to see their first birthday, a shocking death rate partly caused by poor sanitation and water. Yet by the early 20s, infant mortality would halve.

The solution is a national mission — "10x." Canada should aim to create 1 centacorn (a company worth $100 billion or more), 10 decacorns (worth $10 billion+), and 100 unicorns (worth $1 billion+) within 10 years. This could create over 200,000 high-skilled jobs.

This "scaling gap." comes from: a lack of late-stage investment capital, a small market for government and corporate customers willing to buy Canadian, low supply of experienced senior leaders, high friction access to cutting-edge research, and limited computing power for building AI systems.
