The biggest issue here is this semi-urban road has a 80 km/h speed limit. And no formal crossings.

We have this massive employment area that is completely underserved by transit. Little wonder SH20 is a clusterfk. Which is why Auckland Airport is now, finally, raising the issue.

Oh wow, of the expected $229m per annum of IVL revenue, it appears $131m is going to replace reduced crown investment in Tourism NZ and DoC.
On 29 December 2024, the Minister of Finance wrote to the former Minister for Tourism and Hospitality to outline her plan for allocating IVL revenue from the 2025/26 financial year onwards (letter attached as Annex One). The Minister of Conservation also received similar letter. The Minister of Finance outlined that each financial year from 2025/26 onwards, the following allocations would apply:
a. $35 million in discretionary funding for tourism, provided as a fixed annual appropriation
b. $55 million in discretionary funding for conservation, provided as a fixed annual appropriation
C.
$8 million for Ngā Haerenga New Zealand Cycle Trails, provided as a fixed annual appropriation
d. the remainder of revenue collected to be allocated to Tourism New Zealand and the the remainder of revenue collected to be allocated to Tourism New Zealand and the Department of Conservation's baseline appropriations to replace existing Crown funding, with variable amounts allocated each year depending on the total IVL revenue collected.

'State of Emergency' seems reasonable given the definition:
Text Included:

What is a state of local emergency?
A state of local emergency allows Civil Defence Emergency Management Groups to access emergency powers they would not normally have. These powers allow them to take actions to keep people safe such as
• closing roads or public places.
• undertaking works - for example, earthworks required for stabilising land and properties.
• entering a property to rescue people or save lives.
• removing or securing dangerous structures and material.
• providing first aid, food or shelter.
A state of local emergency also allows the Group Controller to direct and coordinate personnel and resources t are made available to them, such as staff from local government or central government agencies who have been deployed to support the response.
A state of emergency will only be declared if the emergency powers are likely to be needed or a significant and coordinated response may be required. Not all emergencies have a state of emergency declared.
You can still go about your daily business under a state of local emergency but make sure you listen to and follow any instructions from civil defence and emergency services.

So Bernard Hickey is fairly on the money with “New Zealand's economy is a housing market with bits tacked on”
Net worth is the value of a household's assets, such as real estate, retirement savings, and shares, less its debts, such as mortgages, credit card debt, and student loans. Half of New Zealand households have more than the median household net
worth, and half have less.
The increase in median net worth was largely driven by an increase in the value of real estate. Owner-occupied dwellings and other real estate (not including those owned through trusts or businesses) accounted for 48 percent of total household assets in the year ended June
2024 - up from 43 percent in the year ended June 2021.
