TLDR: They can't buy you out of a job that they can't fund. The government is funded through MARCH. In other words, there is no buy out. There is you leaving, being out of a job, and not being able to make rent. STAY PUT.

Per the Washington Post, it appears that this deal violates case law as far back as the 1800s - The government is only funded through March, and you can't promise government funds that don't yet exist.
