Civil society organizations raise concerns on “informal” meetings that have been taking place among heads of government delegations for negotiating the Global Plastics Treaty. Conducted behind closed doors and without access for observer organizations, the meetings limit the transparency of the process and prevent informed participation by civil society.

A memo reviewed by The Washington Post, circulated by U.S. diplomats, comes as negotiations over a plastics treaty reach a critical point.
