We did this for Python and the way we did it was during the build process, we had a host Python run to compile our compiler to bytecode, which then got bundled with the runtime

YJIT was originally C then ported to Rust a couple years ago. tenderjit is @tenderlove.dev implementation of L BBV in Ruby IIRC
