That narrative falls apart on the facts. Euro prosecutors charge Russian saboteurs under terrorism statutes all the time—just look at the German-Russian nationals arrested in Bavaria for plotting bomb attacks on US bases, or the UK charges against Russian-linked operatives for warehouse arson.
