Reason
The Stewards reviewed video and in-car video evidence.
On the approach to turn 5, Car 81 moved to overtake Car 16 on the outside. Car 81 had some overlap on Car 16 but the front axle of Car 81 was not ahead of the front axle of Car 16 and there was no possibility of Car 81 completing an overtake from that position.
In the Stewards' determination, Car 16 did not deliberately crowd Car 81 off the edge of the track. Car 16 followed the racing line before the entry to turn 5 by moving slightly to the left to open up for turn 5 and side to side contact occurred between the two cars.
In the circumstances, the Stewards determined to take no further action,
Competitors are reminded that they have the right to appeal certain decisions of the Stewards, in accordance with Article 15 of the FIA International Sporting Code and Chapter 5 of the FIA Judicial and Disciplinary Rules, within the applicable time limits.

imo the leclerc decision was marginal but correct and i can’t believe i agree with juan pablo montoya but here we are. here is the section of the driving standards plus what the stewards are allowed to consider.

b) Overtaking,
according to
the
circumstances, may be carried out on either the right or the left.
A driver may not leave the track without justifiable reason.
More than one change of direction to defend a position is not permitted.
Any driver moving back towards the racing line, having earlier defended his position off-line, should leave at least one car width between his own car and the edge of the track on the approach to the corner.
However, manoeuvres liable to hinder other drivers, such as deliberate crowding of a car beyond the edge of the track or any other abnormal change of direction, are strictly prohibited. Any driver who appears guilty of any of the above offences will be reported to the Stewards.

The FIA's document goes on to describe racing as a
"dynamic process", with the stewards "always looking at how the situation played out in total when reviewing an incident.
This includes the following pointers:
• How did the cars get to the incident? (E.g. late braking, diving in, moving under braking.)
• Was the manoeuvre late or 'optimistic?
• What could the drivers reasonably see, know, or anticipate?
• Do the panel believe the manoeuvre could be completed on the track?
• Was there understeer / oversteer / locking?
• Did someone position / handle their car in a way that contributed to the incident?
