I stopped by. The cable belongs to RCN/Astound and there is a mid-span clamp to allow their cable to go to Beckwith Circle. I don’t see evidence of an attachment on the pole the opposite side of Beacon. Nonetheless, the sitch should be reported to Astound as possibly damaged or dangling guy wire.

I’ll swing by tomorrow, but your second photo implies that the strand continues to a telephone enclosure (the black lump on the wire). It could be that this support strand pulled off its attachment point on a pole, or it was mis-installed, and ended up flopping where it shouldn’t be. Curious!

I like your approach and, after reading Clerk Wells letter, I grok your reference. I think the most applicable cite is Code of Ordinances, Part 1 (Charter), Division 2, Article IV, because the Charter itself does not have a Division 2. But I am no Clerk!

I went to EnCode, too, but when I navigated through the divisions they didn’t line up with what I had seen in the Acts. Now I see that the esteemed Clerk Wells in the Letter of Introduction explains why there is a difference! The Appendix, which is Division 2, clears up the reference hell in Acts!

Another reasonable cite is City Charter, Article 9, Section 9-6(b). This section, annoying, then has somewhat piece-part retentions of prior Acts (from 1928, 2012, and 2018). Some of those also refer to amended texts and make me crave diffs.

This table appears to have out of date references. The Board of Election Commissioners are via Acts of 2025 Chapter 31 Section 9-6(b) now. The table cites our old charter, which was replaced with the new charter by voters Nov 4, 2025.

This resonates… but I mentally rewrite “how it was when they were growing up” into a long description of how they were /children/ at that time and therefore are recalling a time that is idealized, essentialized, and somewhat fictional.
