Workers should be able to change employer within their sector at any point—not only after exploitation. This would reduce dependency and power imbalances, helping workers challenge poor conditions before exploitation escalates to modern slavery.

After fleeing persecution as a child, Samay sought asylum in the UK but was exploited by a criminal gang. He was imprisoned for drug offences without being told he was a victim of exploitation.
