For more than 70 years, Harvard University ("Harvard" or the "University") has been certified by the federal government to enroll international students under the F-1 visa program,
and it has long been designated as an exchange visitor program sponsor to host J-1 nonimmigrants.
Harvard has, over this time, developed programs and degrees tailored to its international students
and invested millions to recruit the most talented such students and integrate them into all aspects
of the Harvard community. Yesterday, the government abruptly revoked Harvard's certification to host F-1 and J-1 students' without process or cause, to devastating effect for Harvard and more
than 7,000 Harvard students and affiliates on F-1 and J-1 visas.
The government's revocation of Harvard's certification was not a product of the ordinary
review process set out in detailed regulations that define the limited circumstances under which a school's certification may be revoked and put a premium on the due process rights of institutions and students. On its face, the revocation is part of the government's broader effort to retaliate against Harvard for its refusal to surrender its academic independence? In response to the government's disagreement with the perceived viewpoints of Harvard, its faculty, and its students,
the government issued a series of demands requiring Harvard to submit to government oversight
Scholars and others at the University also could have J-1 visa status and thus be affected by the revocation.

sufficient showing that they have provided notice to Defendants and that, unless their Motion for

The court’s inaction empowered Kacsmaryk to assert complete control over resumption of Remain in Mexico. He ordered U.S. diplomats to negotiate over the program with Mexico “in good faith,” demanding monthly status reports detailing exactly how they were implementing his commands and how much progress they were making. He forced the administration to spend millions of dollars rebuilding temporary structures that the government could use to adjudicate immigrants’ claims. He made the Justice Department tell him the precise number of migrants encountered at the border each month and exactly what the government did with each of them.

On top of these status reports, Kacsmaryk ordered ongoing updates on the administration’s “compliance” with his injunction—that is, detailed explanations of negotiations with the Mexican government to restart Remain in Mexico. These updates were accompanied by declarations from U.S. officials explaining how they were implementing the injunction. When Texas complained that they were not implementing it quickly enough, Kacsmaryk allowed the state’s lawyers to depose the federal officials, compelling them to turn over even more information about high-level diplomatic negotiations with the Mexican government. The lawyers and diplomats undertaking this task at Kacsmaryk’s insistence were subject to the constant threat of contempt and sanctions if they failed to meet his demands. Then–Solicitor General Elizabeth Prelogar later revealed that the judge had forced the Department of State and the Department of Homeland Security to hold weekly calls with “their counterparts in the Government of Mexico” to execute his extensive directives.

Every time there are widespread protests, our inbox fills with questions from audience members on how NPR is covering those protests. Most audience members write to us asking for more coverage or different coverage. 
The thing is, aside from crowd sizes, most protests aren't newsworthy enough to warrant continuous, national coverage. 
I watched the most recent protest in Manhattan so that I could get an on-the-ground feel for it before 1 wrote the latest newsletter. (1/2)
