review indicates that the elevator pitch is not really the problem here, and it just executes it very badly and doesn't do very much with the idea beyond "having it."

"The dialogue, which runs the gamut from irksome to infuriating, is written in what might be called Cockwomble English, with strenuously jaunty expressions crowbarred into every other line. (Breasts are “bubbies”, “what did you say” becomes “pardon my a---”, and so on.)
