No, you can’t measure this without opening the panels/equipment. Hazard is not causing a fire, it’s shocking yourself or shorting something causing arc flash/blast. Unless your panels are Federal Pacific/Zinsco, then you’re fucked.

If the retrofit was done by an amateur, not inspected and included a sub panel then it’s quite possible you have neutral to ground bonded twice. Could also be the solar I guess but again that wouldn’t pass inspection.

Or I spose multiple ground neutral bonds. You’re only supposed to have one

Could also be open neutral but then you’d have Other Problems.

That’s either a bad bond between ground and neutral at the service entrance or PG&E’s problem. Easy to check.

Was thinking about this again, TV might get mad if WiFi chip is missing. Best bet is to remove the antenna. If the antenna is on the PCB rather than external you can cut the trace. I can walk you through this. All you need is an xacto or other sharp blade you don’t care about.
