Our conclusion: EU migration governance is best characterised as 'supranationalism without integration'. The Commission has been empowered as a technocratic trustee, but the functional problems that produced the 2015 crisis remain unresolved. 7/7

Yet this empowerment has clear limits. The Dublin model survives intact. Solidarity between member states remains elusive. Governing through technocracy rather than political negotiation risks providing populist actors with a powerful delegitimising narrative. 6/7

Ariadna Ripoll Servent @aripollservent.bsky.social · 29/05/2026
The Commission responded by developing a new role as technocratic trustee by managing EU funds, deploying agencies, and building new governance instruments. Through these non-legislative tools, it became a coordinator and centraliser of power. 5/7

Ariadna Ripoll Servent @aripollservent.bsky.social · 29/05/2026
After 2015, the European Council acted as a trouble-maker rather than a problem-solver, blocking reform of the EU asylum and migration and constraining the Commission's capacity to propose long-ranging reforms. But this paralysis opened an unexpected window of opportunity elsewhere. 4/7

Ariadna Ripoll Servent @aripollservent.bsky.social · 29/05/2026
New intergovernmentalism argued the polycrisis produced 'integration without supranationalism'. Migration, we argue, tells a very different story, one where the institutional outcome runs in the opposite direction. 3/7

It is part of a special issue on European Council normalisation by Derek Beach, @uwepuetter.bsky.social and Sandrino Smeets. We examine how the European Council and the Commission work together once the dust of a the refugee crisis settles: and the answer is more paradoxical than expected. 2/7

You're right but it's now more systematic and used to threaten liberals and left groups, who do not have an alternative majority anymore... it just changes the dynamics and deepens the loss of trust that started in the previous term.
