Our conclusion: EU migration governance is best characterised as 'supranationalism without integration'. The Commission has been empowered as a technocratic trustee, but the functional problems that produced the 2015 crisis remain unresolved. 7/7

Yet this empowerment has clear limits. The Dublin model survives intact. Solidarity between member states remains elusive. Governing through technocracy rather than political negotiation risks providing populist actors with a powerful delegitimising narrative. 6/7

The Commission responded by developing a new role as technocratic trustee by managing EU funds, deploying agencies, and building new governance instruments. Through these non-legislative tools, it became a coordinator and centraliser of power. 5/7

After 2015, the European Council acted as a trouble-maker rather than a problem-solver, blocking reform of the EU asylum and migration and constraining the Commission's capacity to propose long-ranging reforms. But this paralysis opened an unexpected window of opportunity elsewhere. 4/7

This isn’t just a distant crisis—it implicates us all. As EU citizens 🇪🇺 and taxpayers 💰, we are funding policies that enable these abuses. The EU continues to support and finance Tunisia’s (and Libya - among others) border control operations, despite mounting evidence of human rights violations.

Funny how it took eight years to find a rather thin compromise on a reform of the EU asylum system because member states (and Austria a prime example among them) couldn't agree but it only takes one day to find consensus on the need to suspend procedures and send Syrians back...
