Between Hamas and the PA, and Yasser Arafat's wife and children's swiss bank accounts, there's more than enough to cover this reconstruction. All that money is prior reconstruction funds donated to the Palestinians by (mostly) the West, and efficiently stolen by their leadership over decades.
