Then we use more of the state budget to pay for them and if the budget is not enough we increase what the budget receives such as the millionaire income tax we passed or actually tax large businesses or have a wealth tax. This isn't rocket science.

It's not "infinite" but that's a piss poor excuse not to pay them a living wage. So stop trying to make it one.

I see this as a reason why we should pay them appropriately. They've gone to the table multiple times with the state to try and pay them appropriately and the state has refused to pay them as such. If anybody's extorting it's the state.

The Washington state ferries are not a business for profit they are a service for people. Profit is not even a top 5 objective.
