Cases
According to a 2025 report by the Centre of Expertise on Child Sexual Abuse, which used Ministry of Justice statistics where ethnicity was recorded (around 69% of cases), the breakdown of offenders was:
• White: 90%
• Asian: 5%
• Black: 2%
• Mixed/Other ethnic backgrounds: 3%
When compared to the 2021 Census data for England and Wales (81.7% White, 9.3% Asian, 4% Black, 2.2% Mixed), white offenders are slightly over-represented in these figures. Asian individuals are statistically underrepresented in CSA statistics relative to their population size.

Group-Based Offences ("Grooming
Gangs")
"Group-based" child sexual abuse (involving two or more perpetrators) accounts for less than 5% of all recorded CSA crimes.
For these specific group-based offences recorded in 2023, the data shows a different picture, with a higher, disproportionate representation of Asian offenders in some areas:
• White: 85% of suspects were white.
• Asian: 7% of suspects were Asian.
• Black: 5% of suspects were black.
Baroness Casey's recent government audit highlighted that while most perpetrators are white, there is sufficient evidence from local police data in specific areas (such as Greater Manchester, South Yorkshire, and West Yorkshire) to show a "disproportionate number of men from Asian ethnic backgrounds amongst suspects for group-based child sexual exploitation" in those localities.
